I do not believe any such rule exists. And, if it does not, it's very dangerous to start mentioning it -- even in a tongue-in-cheek manner -- since people may start to believe that it's a real rule.


In this case, I think you need a build-system maintainer to sign off because it looks to me like you're changing the version of GMP required by the top-level script, which will also affect any programs in the src/ repository using GMP. That number may be zero, but I think that it still makes sense for someone (DJ Delorie, perhaps) to sign off on the change.
