[v3] adjust testsuite settings for ext/pb_ds

So, for just the ext/pb_ds tests, 

make check-compile:
249.371u 4.784s 4:17.06 98.8%   0+0k 0+0io 5pf+0w

make check:
404.689u 8.232s 7:33.53 91.0%   0+0k 0+0io 17pf+0w

For compilation, I'm working on a more elaborate pch plan.
(this patch is on-going)

For execution, attached patch for reducing interations and other settings.
gives:
298.422u 7.996s 5:14.78 97.3%   0+0k 0+0io 0pf+0w

tested x86/linux
