Here is the version I checked in, after retesting on
x86_64-unknown-linux-gnu.

	excess default arguments to match template template parameters
	with fewer parameters.
	(coerce_template_parms): Add use_default_args parameter; use

	(fn_type_unification): Likewise.
	(unify): Likewise.
