Bootstrapped and regtested on FC3/Athlon. OK for mainline and 4.0?

Thanks. It will have to wait until the weekend to be committed. I am
off on a trip in a few minutes. I lost all the available time this
morning to an embarrassing problem with SECNDS with 4.0. I hade missed
the fact that there in an internal_free as well as free_mem. For
mainline this does not matter but it causes a segfault with the old
version of the library. I will tidy up mainline when I commit this
patch that you have okayed.
Thanks a lot. You're really making progress towards obsoleting g77!
It's a small start anyway. I have a patch for PR23912 that I will
submit at the weekend and a prototype implementation for %VAL.
