But people also put testcases in the wrong directory, or add the wrong dg 
markup to them, which is why it is important that people do at least 
include the testcase in the patch in the exact form in which it was tested 
and is proposed, rather than just in free form accompanying the patch.  
There is indeed no agreed policy on ChangeLog entries for testcases.
