Hum... testsuite breakages obviously can hide subsequent compiler breakages.

Yes, it can. But, testsuite improvements can also reveal subsequent compiler breakage. And, make it easier for people to see breakage by reducing noise. And, make users feel better by seeing fewer spurious failures. So, in my opinion, the risks are worthwhile. But, certainly, people should use their judgement about whether a particular change is too risky; I'm not trying to create an imperative.
