comptypes rework for Objective-C++

Here is the comptypes rework for Objective-C++... since we are
slushing, I'll ask if the C++ people have any concerns about the work
before it goes in? The work, upon other things, eliminates a 10
machine instruction penalty inside template_args_equal.
The Objective-C testsuite has one failure:
FAIL: objc.dg/selector-2.m (test for excess errors)
which we'll address next. The Objective-C++ tests on darwin are clean:

I'd be interested in help with any machine dependancies in the new
tests, if any.
I'll wait until we de-slush until it goes in.
