Committed to mainline and 4.0 branch. I must query the comment in the new
file

- the release procedures <http://gcc.gnu.org/releasing.html> include
regeneration of gcc.pot and cpplib.pot using the Makefile rules, and you
will see <http://gcc.gnu.org/ml/gcc-cvs/2005-04/msg01114.html> that
cpplib.pot was regenerated on 4.0 branch, presumably using those rules, as
the last commit there before the release was run. If it turns out that,
say, there are hidden dependencies on the gettext version used, then we
may need to update our documentation which presently says "gettext version
0.12 (or later)" as what's required.
