as is for 4.0 and mainline since this PR is about a regression?
Then we could sit back, relax, and evaluate "folding every statement
in TER" after that.
I don't think we want to propagate values of floating point
expressions just for the purpose of folding "ABS_EXPR<...> < 0" or
some other minor cases.
