I don't think you can extend copyright on the file by simply
removing
content from it. You'd have to have added copyrightable content,
which you didn't.
I don't think these comment blocks do what you think they do. The
1970s are over. It would not be wrong to update the date in this
case.

Not really. This list is off-topic for the discussion of copyright
law. I would attempt the explanation, and then someone would
elaborate on a finer point, and then someone else would say
something, and about 20 messages later... someone would say
gnu.misc.discuss. I can avoid the entire thread by just resisting,
though it is hard.
If someone wants, they can ask the FSF about this issue.
