Subject: [Ada] specialize gnat.expect for VMS

Manually tested under IVMS.
Tested under i686-linux, commited on mainline.

VMS version of Gnat.Expect (g-expect-vms.adb)
needs target specialization of procedure Non_Blocking_Spawn for Alpha
vs. IA64.
