I don't think moving bits to a more obscure and less visible place is 
going to encourage people either to work on them or to remove bits that no 
longer apply.  I'd rather individual items were integrated into the rest 
of the page if still applicable (perhaps in "target-specific optimization" 
and "RTL optimization" sections, with items now dealt with adequately on 
trees removed) or removed individually if not.
