Preapproval request: Sync mainline to automake 1.9.2

- Subject: Preapproval request: Sync mainline to automake 1.9.2
The various directories in the current mainline are generated using
automake 1.8.5, 1.9.1 and 1.9.2.
I am looking for a preapproval to regenerate everything with automake
1.9.2 after proper regression testing, of course.
An updated doco patch to install.texi along with a sentence stating
that it would be preferred to upgrade the entire tree at once would be
submitted as a followup patch.
