PATCH: Add tgmath.h


tgmath.h is not tied closely to the C library, but it is tied closely to a particular compiler. (There's no way to write it in portable C.) So we should be providing it, instead of expecting every C library implementer to provide their own. Here it is!

The tests are minimal, but at least they're enough to make sure that the file gets installed correctly and doesn't have gross syntax errors.

OK to commit to mainline?
