Obsolete error message in expand_expr_real_1

- Subject: Obsolete error message in expand_expr_real_1
I believe the error message I'm deleting here is obsolete and that this
can no longer be caused by a user error, so it should fall through where
it'll cause an ICE if DECL_RTL isn't set.
Do you agree?
