RFC: Implement Intel ia64 instrinsics


Intel ia64 compiler defines a wide set of intrinsics. I am enclosing
a gcc patch to implement them. I have used them in glibc. They work
fine. There are a few intrinsics I have to use asm statement. Is there
a way not to do that?
