Remove -mflat option and other bits on SPARC

This patch does several things:
- removes the deprecated -mflat option,
- removes the deprecated -mxxx (xxx: chip) options,
- removes the last 2 remaining define_peephole (they were already disabled 
for all UltraSPARC cpus),
- changes the default "isa" attribute from "v6" to "v7" (not actually used).

Bootstrapped, regtested and compat-regtested (except Ada and libgcj) on 
sparc64-sun-solaris2.9 and sparc-sun-solaris2.8.  Applied to mainline.
