They don't want too frequent submission (in particular they don't want
automated submission of weekly snapshots), so submitting releases, plus
one snapshot near the start of each release branch, has worked as a
reasonable compromise. There are very few changes in messages between
3.3.2 and 3.3.3, and only the German translators seem to be active on GCC
at present; but every new .pot file leads to lots of automatically merged
.po files (no new translations, just a merge with the new gcc.pot) to
update in GCC. When the 3.3.3 .pot file is submitted, any new
translations will get into 3.3.4 (which should have even fewer changes in
messages from 3.3.3 than 3.3.3 has from 3.3.2).
Some projects work with translators working from CVS and translations much
more up to date with the code, but there doesn't seem to be the translator
effort for GCC to do this.
