Looks like a useful transformation, but I wonder what will happen with
CONSTRUCTOR elements which should result in a constructor call, i.e.

  struct A {
    A();
    A(int);
  };

  A ar[4] = { 1 };

How does build_vec_init mesh with your new approach?
