Logically we'd use a Texinfo link here, but that generates complaints
about broken links (as we don't have outside Texinfo manuals on
gcc.gnu.org, but don't have redirects to sites hosting them either).

The last two sentences have in this version reverted to their form in the
first version of the patch - but belong as part of an update to the
relevant part of condingconventions.html rather than as isolated notes in
the manual following a reference to that page. (It should say "GCC",
though for the web pages the neutral quotes are appropriate unless we want
to start using entities such as “ or encoding the web pages in
UTF-8.)
