I stared at this pretty hard to convince myself that we're not putting
any other targets at risk. I'm convinced, modulo the config.gcc change
to support ia64*-*-linux* with -lunwind. And that change looks safe.
I thought we could get by without it, but then I realized that things
would go wrong when enabling libunwind on GNU/Linux.
