Surely if a small change in page length is correct with @smallbook, for 
any slightly smaller size it will no longer suffice and for any greater 
size it will be unnecessary?

We can't really practicably reword to avoid any infelicities with any
paper size Texinfo supports.

No, the local changes to support manpage generation mean that the changes
in the new gpl.texi will need to be merged in, keeping the local changes
for manpage generation but not any that are specific to the precise length
of sections of GPLv2.
