[PATCH] formatting changes to doc/install.texi


This patch makes minor formatting changes to allow the html files
generated from install.texi to conform to HTML 4.01 (assuming that
the next release of texinfo fixes a couple of bugs).  The changes
include:

   o  Change <hr> to <hr />; these are within @ifhtml sections, so
      presumably texinfo doesn't touch them.

   o  Remove several </p> tags within @ifhtml sections.

   o  Remove blank lines between @table and the first @item; these
      caused the generation of <br /> tags where they aren't allowed.
