toplevel Makefile.in patch take two.


All my recent uncommitted toplevel changes as one patch.

Makefile.tpl now contains a rule to regenerate Makefile.in, per Alex's 
comments.  gcc_update is now changed to match.  Otherwise as previously.
I can't test gcc_update, so someone else will have to look at it.

Documentation patch will follow when I figure out where it's supposed to go.
(Note that both Makefile.in and Makefile.tpl already have an annotation at the
top.)

If this is approved for mainline gcc I'll check it into src too; if only
for the 3.4 improvements branch, I won't.
