I wasn't sure if it was OK to interpret the rules this way, so I figured it
was safer to ask.

At the moment, I only have the full IA-64 testcase, and there was no IA-64
port in gcc-2.95, so I can't prove that there is a regression from 2.95.  I
know that the customer has an IA-32 testcase, but I don't have a copy of it.
Hmm, maybe I can get the IA-64 testcase to fail on an alpha.  Or I could try
asking for the IA-32 testcase from the customer.
