I am in favor of requiring a C89 bootstrap compiler.
I am not in favor of splitting our coding conventions as you suggest; that
makes moving code around in the compiler difficult.
After 3.1 is out, I suggest you reopen this debate. Hopefully, there
will be consensus and we can proceed.
