As far as I can tell, this was decided a year ago or so: Namely, that for
the first release including GCJ, GCJ was provided "as is", while it would
become a "regular" frontend for the following major release.
This is just like the situation with Ada in GCC 3.1 and GCC 3.2ff.
So this wasn't really a decision taken, rather we fixed the web page that
was originally copied from the GCC 3.0 page...
