In principle, I don't see that that providing milli.a is any different
from any other system library or headers that are needed to make a
cross compiler functional. Is there a strong need for cross compilers
for the hppa64-hp-hpux11 target? At the moment, the make machinary to
build this stuff in a cross builds and not in native builds eludes me.
