altivec: vec_abs and const char


hi david.

i had left vec_abs() and vec_abss() for last because the generate
3 instructions a piece.  so they were a bit of on odd-ball.

here's a patch to, finally, implement the last builtins.  there is
corresponding code for altivec.h for both C and C++.

i also fixed some minor const char problems i ran into while testing
c++.

things seem to be stabilizing now, and i have a real program running
with C.

	* config/rs6000/altivec.h: Use const char for builtins expecting
	literals.
	(vec_abs): New versions for C and C++.
	(vec_abss): Same.
