hi folks.
this updates the NetBSD/sparc ELF patch. works on sparc. stage1
completes on sparc64 but genflags dumps core.... this is at progress
(i've not had sparc64 stage1 complete for a very long time!) and
the sparc64 lossage seems vaguely consistent with what i see on
sparc64-sun-solaris2.8.
this update includes several changes suggested by thorpej, and uses
the new config/netbsd-elf.h.

* config.gcc (sparc-*-netbsd*): Don't set tmake_file.
* config.gcc (sparc-*-netbsdelf*): Enable target.
(sparc64-*-netbsd*): New target.
* config/sparc/netbsd-elf.h: New file. Support for
sparc-netbsdelf and sparc64-netbsd targets.
