hpux vs long long libstdc++-v3

Per Jason's request I twiddled how we handle the strtoll vs __strtoll
naming issue on hpux. Here's the patch I checked in.

	* config/os/hpux/bits/os_defines.h: Update to avoid #defines
	for strtoll and strtoull.
