No, if we have a testcase for a bug it's fine to add it without a fix.
If the problem isn't a regression, it's a good idea to make the test XFAIL
when adding it; if it is a regression, then having it as a FAIL makes the
regression more prominent.  It's also a good idea for the testcase to
include comments referencing any PR for the bug, and any discussion of it
on the lists (or elsewhere, e.g. testcases for standards conformance bugs
might reference an article on comp.std.* discussing the issue).
