Patch to use makeinfo --html in update_web_docs


This patch makes update_web_docs use makeinfo --html instead of
texi2html, giving better output for some macros used in the manuals
and more durable URLs, based on node name rather than chapter number.
Applied to mainline.

	Remove support for pre-3.1 GCC versions.  Build online docs for
	gccint manual.
