There are two other small internals manuals in the tree,
gcc/doc/cppinternals.texi (which does currently get installed in info
form) and libstdc++-v3/docs/html/17_intro/porting.texi (which doesn't).  
I think it is arguable that rather than these being separate manuals, they
should be chapters in the main internals manual.  Especially, I think
everything needed to port GCC to a new target should be together for the
benefit of porters.  (Although it's reasonable for information about the
internals of other front ends and runtime libraries, that's only relevant
for people hacking on those front ends and libraries, to go in other
manuals if that's what their maintainers want.)
