This is what the Makefile.in says:

# $(srcdir) must be set to the g77 runtime libU77 source directory
srcdir = @srcdir@
VPATH = @srcdir@

which probably means the `parent' Makefile.in should set it (i.e.,
libf2c/Makefile.in) ...
