The file isn't in CVS. It's a known bug that it isn't up to date.
Submit a patch to gcc_release to make it use a template kept in CVS
instead of substituting dates in ~ftp/pub/gcc/snapshots/README if you
want.

Again, *we have a volunteer* to make Chill work again, it's just that
things are progressing rather slowly.
