More to the point: Saying nothing means the author owns the copyright,
even if there is no explicit copyright statement.  You have to
*explicitly* place something in the public domain.  Now I'm fairly sure
that there is no legal requirement that there has to be a disclaimer in 
the code itself (after all anyone is free to do anything otherwise legal
with public-domain code, including adding their own copyright), but 
having the disclaimer in the source file itself just makes most sense.
