I'd keep it where we currently have the "@include linux-and-gnu.texi",
or move it before funding.texi; in fact, in that case we probably should
keep the quote from www.gnu.org directly as is.
(I think we should have it near the end in both the printed manual and
the Info manual, as it is now.)
