[v3] handle --disable-version-specific-runtime-libs



libstdc++/4143 notes that using --disable actually turns this option /on/.
(Granted that --disable is currently the default, this is still wrong.)
Turns out we weren't checking the results which configure sets for us; we
were assuming that if the user specified anything at all, that it was "yes".

Tested with various options on x86/linux.  Trunk and branch.
