Yep.  We traced it all the way back to revision 1.1.

Given the nature of the problem that requires RELATIVE_PREFIX_NOT_LINKDIR,
and the problem caused by it that requires LINK_LIBGCC_SPECIAL_1, it is
fairly certain that it was in the original version of the file.

Now, at some point in olden times, LINK_LIBGCC_SPECIAL_1 was replaced by a
special version of LIBGCC_SPEC, and at some later date the special version
of LIBGCC_SPEC was replaced by the same thing that LINK_LIBGCC_SPECIAL_1
would have yielded.  So it is possible that you did in fact appropriate it
for a while.
