pod2man is just a driver wrapper around a Perl module, and I'm pretty sure
you don't want to distribute Perl modules with GCC.  I think the best way
of viewing it is as a maintainer tool like autoconf that maintainers may
want to have installed on their systems but that end users shouldn't need.
