Hard to tell whether any of the `actual gcc files' actually needs the
md_constants #defines. It even occurred to me that we could create a
new header, insn-consts.h, and arrange for it to get included where
needed. But defining `where needed' is hard, because it depends on
which target-specific macros make use of constants defined in the MD
file.
