No; that would disable dwarf2 EH for mips-wince. output_loc_operands
doesn't use ASM_OUTPUT_DWARF_ADDR_CONST unless DWARF2_DEBUGGING_INFO is
defined, but I haven't moved that patch to devo yet. I'll do that now.
