Patch to gcc's cgi-bin's ml-request & gnatsweb.pl

Applied.

I didn't include the gnatsweb.pl patches here, they're large and largely
uninteresting.

1999-12-01  Jason Molenda  (jsm@bugshack.cygnus.com)

        * wwwdocs/cgi-bin/ml-request: Make the language a little more
        specific re: whether the person is subscribing or unsubscribing.

        * wwwdocs/cgi-bin/gnatsweb.pl: Install a few small local modifications.

        * wwwdocs/cgi-bin/gnatsweb.pl:  Import stock gnatsweb 2.6.  I'll
        apply a few local changes in a second.
