OpenBSD mips configuration

Here is the configuration for OpenBSD mips targets. gcc-2.95.1 proved
to be stable enough to debunk the last problems with these... good enough
to make a full release build.
I haven't managed to get cvs to do a diff with new files from anonymous
access, as I can't add the files to the repository to do the comparison.
(configure patch is missing for obvious reasons...)

* configure.in (mips*el-*-openbsd*): Don't duplicate default settings.
(mips*-*-openbsd*): Let big endian configuration be a fragment.
* configure: Regen.
* config/mips/openbsd.h: New, OpenBSD little endian target.
* config/mips/openbsd-be.h: New, OpenBSD big endian target fragment.
* config/mips/xm-openbsd.h: New, OpenBSD host.
