We want to get away from having lots of generated files checked into the
repo.  Long term what we'd like would be just the configure files in the
repository.  Folks using CVS would be expected to have reasonably up to date
bison, intl, maybe gperf and other stuff.

For snapshots & releases we would generate the required files for the tarballs.

But we're not at that point yet :-)

Seems reasonable to me.  We need to keep POTFILES.in in mind as we add/remove
files that have messages that are internationalized.  Especially in the
front-ends and target files once they've been internationalized.
