An empty makefile is definitely wrong.

True, but I don't see the point behind building it if you haven't build the
fortran compiler.
Yes, there are a few situations where hackers/develers will want to do this.
I don't mind making them go through an extra step if it makes life easier on
the rest of our users :-)
