I used GNU make and pmake on a 4-processor box to build g77 some time
BC (before ChangeLog) and thereafter. I'm hardly unfamiliar with the
code you're complaining about. I concur with Jeff's request, as
someone trying to help maintain this stuff with too small a brain.
(I'm happy if he says this patch is correct in the end.)

If there's clearly a bug in this area, we'll fix it. I don't see how
judgement is relevant here.
