proper values for cache size parameters

I have a target with 2*16KiB L1 cache (separate instruction and data)
and no L2 cache. What are appropriate values for the l1-cache-size and
l2-cache-size parameters in that case? From looking briefly into the
code, it seems that the values are only used for data accesses, so I
assume l1-cache-size should be set to 16.

But is it best to set l2-cache-size to the true value of 0, or is it
better to lie and give the same value as for l1-cache-size?
