First let me say that this is a linker question more than a GCC
question.

Both of these objects are in archives (.a files).  You didn't provide
the command line, but I'll assume that you are not using
--whole-archive or other unusual options.  In that case, these objects
must be defining multiple symbols, and they must be being pulled into
your link because of the symbols other than g_utf8_skip.  It is after
they are both pulled into the link that the conflict arises.  In that
case there is unfortunately nothing you can do, other than fixing the
problem at the source, in the libraries you are using.
